Once developed, place a Landmark to lock the neighbourhood and activate its unique ability.

Wildcards
Three special wildcards add flexibility:
Food TruckFills any Local Business slot. Earns +$1M during Revenue Collection. Pay $1M to move to any open Local Business slot once per turn.
Public ArtFills any Culture slot. Pay $1M during Revenue to draw 1 City card.
Heritage HomeFills any Park slot. Pay $1M during Revenue to draw 1 Money card (free if developed).

Property Market
List a location card from your hand or board to draw a money card. Other players can buy listed cards for the card's property value on their turn. You can also buy a card from the City Deck for $2M (once per turn).

Round 1 is a grace period — only building is allowed. No events or revenue collection.
